Color Scheme Designer is a useful tool to create color schemes for web layouts. You can choose the base color on the color wheel, and then apply a huge variety of changes (complementary colors, contrast, brightness), manually or using the provided presets.
You can preview the output in a classic web layout, using light or dask colors, and even see how it looks to people having color vision deficiency.
You can also export the color scheme in different formats: HTML+CSS, XML, text, ACO (Photoshop palette), GPL (GIMP palette).
